Taiwan Self-Salvation Manifesto

Declaration of Formosan Self-Salvation Declaration of Taiwan People’s Self-Salvation Movement September 20, 1964 Peng Mingmin Xie Congmin Wei Tingchao A strong movement is rapidly unfolding in Taiwan. This is a **self-rescue movement of the 12 million people on the island of Taiwan** who do not want to be ruled by the Communist Party and are not willing to be destroyed by Chiang Kai-shek. We must catch up with the world trend of people's awakening, destroy Chiang Kai-shek's illegal regime, and **work together to build a democratic, free, reasonable and prosperous society**. We firmly believe that it is the right and responsibility of each of us to participate in this strong movement and realize this lofty ideal as soon as possible.

(1) "One China, One Taiwan" has long been an ironclad fact!

Regardless of Europe, America, Africa, or Asia, whether it recognizes the CCP or not, the world has accepted the existence of "one China and one Taiwan."

Even in the United States, which is isolated in its Asia policy, there are only a few conservative and reactionary politicians who are speculating on "non-recognitionism". The mainstream of public opinion, especially intellectuals, demand legal recognition of "one China and one Taiwan." , in order to seek the final solution to the China problem. U.S. foreign policy is also moving in this direction. Why does the United States still pay lip service to the Chiang regime as the only legitimate Chinese government? Because the United States wants to use this to bargain with the CCP to reach a favorable compromise. The United States and the CCP have held talks in Warsaw more than a hundred times. The United States has always emphasized that as long as the CCP gives up its demand to "liberate Taiwan," the door of the United States will always be open to the CCP.

The Chiang regime only relied on the U.S. Seventh Fleet to survive. We must not be blinded by the wishful myth of "counterattack on the mainland" and go on the road to destruction. **Once the Seventh Fleet retreated, Chiang's regime would collapse within hours.** "Counterattack on the mainland" and so on are just excuses used by Chiang Kai-shek to maintain his illegal regime and exploit us.

(2) "Counterattack on the Mainland" is absolutely impossible!

Anyone with basic common sense would make such a judgment without hesitation. The army under Chiang Kai-shek's control was at most a defensive force, but by no means an offensive force. Its existence is **completely dependent on U.S. military aid**, and the **goal of U.S. aid is only to maintain the U.S. defense line in the Pacific**. Therefore, it is impossible for it to obtain attack weapons that exceed its defense needs. Its navy cannot fight alone at sea, because not only does it have no capital ships, it does not even have the equipment to maintain a warship. Its air force is organized by short-range fighters, but there are very few transport aircraft and long-range fighters that are indispensable for attack. Its army is still dominated by lightly equipped infantry, with mechanized troops and heavy artillery as mere decorations.

Taiwan does not have the economic ability to support a counterattack. Although Chiang Kai-shek fully supports the army and does not hesitate to spend more than 80% of the budget on military expenditures, with this tiny territory, hundreds of thousands of troops are already struggling to maintain their lives in peacetime. How can they provide supplies during wartime? Huge war expenses? How can we make up for the destruction of human power?

The purpose of the war no longer existed. Although Chiang Kai-shek was calling for freedom and democracy, he trampled on human rights everywhere, single-handedly controlled power, used spy organizations, and implemented tyranny. Some people say that people from mainland China who come to Taiwan are eager to return home and are easily driven by Chiang Kai-shek. In fact, the strength of the Chinese Communist Party has made nationalists who have suffered foreign aggression for a century feel proud. They believe that this is by no means something that the corrupt and incompetent Chiang Kai-shek regime can match. Who are we fighting for? Why fight? Chiang Kai-shek has lost his convincing war goal. Who is willing to sacrifice his life for this independent man? Chiang Kai-shek's officers and soldiers dedicated their lives to this independent man. What price did they get? Once old and weak, not only will they not be able to enjoy the rest of their lives, they will also be expelled from the public and live on the streets. Why don't they hate this scam? Therefore, veterans often say, "Those who perish on the mainland are certainly veterans, and those who perish on Chiang Kai-shek will also be veterans." The life of active-duty officers and soldiers is even more miserable. They often say, "Mao Zedong cut off our ancestors, and Chiang Kai-shek cut off our descendants." The crazy ones take risks, and the rampant ones are depressed all day long. Officers and soldiers break the law and violate the rules in an endless stream. Commanders can win over them in many ways. , as a result, the soldiers were arrogant than the officers, and military discipline was ruined. As for the Taiwanese young people who joined the army on behalf of the veterans, their memories still bear the hatred of Chiang Kai-shek who massacred 20,000 Taiwanese leaders during the February 28th Incident. Although they remain silent, they are still Chiang Kai-shek's "silent enemies". , although their thoughts cannot be seen under the iron face of the military uniform, they will never accept the traitor as their father and be enslaved by Chiang Kai-shek. The political system hampers military operations and reduces military effectiveness. The advantage of military operations is that they can quickly mobilize manpower and material resources to complete tasks. The political work system monitors military operations based on dogma. Political goals are more important than military goals, and political responsibilities offset military effectiveness. Although reasonable people in the army, such as Sun Liren, had raised objections, they were accused of unfounded charges and have not been vindicated so far. Officers and soldiers often say: "Once mobilized, shoot the political instructors first." Think about it, an army lacking offensive capabilities, with no war expenses, low morale, and low efficiency, is fighting a purposeless war against the powerful CCP - this war is called "Counterattack on the Mainland", and the tenacious Five Stars Chiang Kai-shek, but imitated the Tang Dynasty. Quixote held up a tattered broom and challenged the windmill. (3) Why did Chiang Kai-shek still shout "Counterattack on the Mainland"? Because this slogan is his only means to continue his power and drive the people. For fifteen years, he has been using this blank check to declare martial law and control more than 10 million people with military law. The trick he wants to "counterattack the mainland" is really a major scam of the 20th century. How could the Kuomintang officials not know that this scam would not last long? While they were sending their children and the wealth they collected abroad, they were ready to flee at any time. At the same time, they pretended to be charlatans and fed them the life-extending pills of "Counterattack on the Mainland" before dying in front of their eyes. of Chiang Kai-shek. Let’s see what magic this slogan has: First, deceive the people and take advantage of their psychological weaknesses to prolong the Chiang regime, which has long since lost its existence. Some people from the mainland who came to Taiwan were homesick and supported Chiang Kai-shek because of the fantasy of "counterattacking the mainland". Some Taiwanese people temporarily believed in it because they hoped that political pressure and economic burden would be reduced. Second, the name of extraordinary times can be used to exclude the legitimate exercise of the constitution and laws, frame people who are patriotic and full of justice, further restrict speech, block the news, control thoughts, and implement policies of stupidity. Third, the CCP uses its self-respect to bargain with the United States as a tool to extort U.S. aid. When Sino-U.S. negotiations do not go smoothly, or the U.S. puts pressure on Chiang Kai-shek, the news of the KMT-CCP peace talks is immediately released in Hong Kong, so that the U.S., which is afraid of the CCP virus, At a loss. In short, the slogan "Counterattack on the Mainland" can blackmail the CCP into self-respect externally, and can enforce the politics of terror internally to maintain its power. (4) Who does Chiang Kai-shek’s regime represent? The Nationalist Government claims to be: "China's only legitimate government." He believes that the current National Assembly, legislators, and supervisory committees are all elected by the people, including representatives from mainland China and Taiwan. We know that these elections were held eighteen years ago (1947), and we also know that in less than two years (1949) the people of mainland China already hated the corruption and incompetence of the Chiang regime. Although Chiang Kai-shek had Millions of troops were quickly driven out of mainland China. Obviously, the people of mainland China have chosen another government. The Nationalist Government at that time could no longer represent the people of the mainland at that time. What's more, eighteen years later, a new generation has grown up, and the Chiang regime obviously cannot represent the people of the mainland now. So, can the Chiang regime represent the people of Taiwan? Among the more than 3,000 National Congress representatives, there are only a dozen Taiwanese representatives. Among the 473-member Legislative Yuan, there are only six Taiwanese representatives. Their terms expired 12 years ago and 15 years ago respectively. , of course cannot represent the current people of Taiwan. What’s more, during the February 28th Incident, Chiang Kai-shek massacred 20,000 Taiwanese leaders (Taiwan’s population was only 6 million at that time). Although the Taiwanese people have always swallowed their anger, they have always been Chiang Kai-shek’s "silent enemies" ”. When it comes to Taiwanese and mainlanders, we must point out that although the Chiang Kai-shek regime chanted in words that "Taiwanese and mainlanders must work together," in fact it was most taboo about real cooperation between Taiwanese and mainlanders, so it tried its best to sow discord and did everything it could. This policy was most prominent during the election. The Chiang regime divided Taiwanese and mainland Chinese, making them suspicious of each other and independent of each other in order to manipulate and rule. Therefore, the Chiang regime has always been on guard against the wholehearted cooperation of Taiwanese and mainland people to work together to eliminate Chiang Kai-shek's autocracy and realize democratic politics. When Lei Zhen asked for a way to cooperate between Taiwanese and mainlanders, Chiang Kai-shek finally broke his skin and put Lei Zhen in a red hat regardless of the accusations of domestic and foreign public opinion. Chiang Kai-shek knew that the day when cooperation between Taiwanese and mainlanders was achieved would be the day when his regime collapsed. In other words, the Chiang Kai-shek regime is the representative of the Kuomintang, and according to their traditional theory of "unity of the party and the state," it also represents China. In fact, the Chiang regime could not even truly represent the Kuomintang. The Kuomintang itself only has a dictatorship, but no democracy. The vast majority of party members have no right to speak. Their representatives at the convention can only listen to the leader's instructions, applaud and bow. They are just a group of "nodding people" who can only unanimously pass the leader's proposal. As for the content of the proposal, they cannot and dare not interfere. Factions were divided within the party. In Chiang Kai-shek's power struggle, not to mention the liquidated factions such as the Guangdong and Guangxi forces, Hu Hanmin, Zhang Fakui, and Li Zongren, other disfavored factions could not enter the core of power. The majority of these excluded party members are, of course, angry and dissatisfied. Wise people in the party may avoid talking about politics in order to make silent protests, or even actively criticize, becoming the mainstream of opposition to the Chiang regime. We can say that the Chiang regime was only the representative of a small group of villains within the Kuomintang. It cannot represent China, Taiwan, or even the Kuomintang. ( five ) Taiwan's economic development faces two major problems, one is the huge military organization and the other is the surge in population. This was a trap for the irresponsible Chiang regime to self-destruct under its false call to "counterattack the mainland." According to the statistics of the Chiang regime this year, military expenditures accounted for more than 80% of the budget. This amount cannot summarize all military expenditures. The price of 200,000 tons of rice supplied to the army by the Grain Bureau every year is far lower than the market price, and far lower than the price set by the bureau; the army's freight, electricity bills and other expenses for public utilities have never been settled; the income of munitions factories is in line with the U.S. The proceeds from the sale of aid materials also belong to the army; the army's consumption has exceeded the formation of capital. The surge in population has also reduced the effect of economic growth, and the unemployment problem has become increasingly serious, especially in rural areas. Taiwan's working population is about four million, and the unemployed population is at least one million, accounting for about a quarter of the working population. There are 1,230 people per square kilometer of cultivated land. Outstanding young people in education have no choice but to go abroad one after another, and more than a thousand of them go abroad every year. The Chiang regime did not dare to face the reality and resorted to self-deception to "counterattack the mainland" to solve the problem. Although some intellectuals shouted outright, it still did not help. They said that those who advocated birth control were defeatists and pinned their hopes on newborn babies, believing that twenty years later, these descendants would fight for them and "counterattack the mainland." Many people think that Taiwan's land policy is the virtue policy of the Chiang regime. In fact, the Chiang regime's motive for implementing land reform was to weaken potential opposition forces. Since the Qing Dynasty, Taiwan’s traditional political leaders have all come from the landlord class. Chiang Kai-shek was well aware of the impact of the rise and fall of political talents on his dictatorship. Therefore, he first massacred 20,000 Taiwanese leaders during the February 28 Incident in 1947, and then implemented land reform in 1950 to overthrow the traditional political leadership class. Of course, mainlanders do not belong to Taiwan’s landlord class, which is also the main reason why land reform can be implemented. Due to the Chiang regime's focus on eliminating the landlord class, local power finally collapsed. However, farmers were struggling to make ends meet every day due to the suppression of agricultural product prices, unavoidable heavy taxes, and the heavy exploitation of the fertilizer-for-grain policy. Economic policy should have a long-term development plan, but what the Chiang regime did was only blind investment regardless of economic principles and superficial and temporary emergency measures. In order to maintain military supplies, they did not hesitate to kill chickens to obtain eggs and exploit farmers. They are deeply afraid of a temporary interruption in military spending, so they dare not face reality and reform the tax system, which is its lifeblood, and allow it to corrupt. In order to consolidate their power, they colluded with the chaebols to suppress the poor people and create an unstable society with great disparity between the rich and the poor. Let us see the final face of the exhausted Chiang regime. On the one hand, they put their founders in important positions to intensify their violent rule. On the other hand, they used the proceeds of "1.2 billion public bonds" to equalize urban land rights and sell off public utilities. , came to exploit the people, and repeatedly sent his boss Xu Baiyuan to Central and South America to evacuate people's wealth and buy up real estate. (6) Is Taiwan enough to constitute a country? The state is only a tool for the welfare of the people. Any people in the same situation and with the same interests can form a state. In the past ten years or so, Taiwan has actually become a country. In terms of population area, productivity, and cultural level, Taiwan ranks around 30th among more than 100 countries in the United Nations. In fact, people in many small countries can enjoy more welfare and cultural contributions. The Nordic countries, Switzerland, and Uruguay in South America are all good examples. We should abandon the illusions and baggage of being a "big country", face reality, and build a democratic and prosperous society. Some people say that Chiang Kai-shek has become a naked emperor and we can wait for his end. But we can’t help but think that the Chiang Kai-shek regime, which has reached the end of its rope, will hand over Taiwan to the Chinese Communist Party. We cannot but worry that Taiwan will be divided by international power politics, so we absolutely cannot wait. Many intellectuals still believe in "peaceful transfer of power" and "gradual reform." We must point out that if we look back at the notorious history of the Kuomintang, we can immediately discover that as long as the headstrong and arrogant Chiang Kai-shek kept his eyes open, any form of compromise was either a dream or a trap - a trap specially designed to frame intellectuals. Therefore, we must not compromise in the hope of "peaceful transfer of power." We would also like to frankly warn those who cooperate with the Chiang regime: "You should immediately and sincerely repent and no longer do anything for the Chiang regime, and no longer be the agents and ears of the Chiang regime. Otherwise, history and the people will impose the most severe sanctions on you." ”! ( seven ) In a developing region like Taiwan, economic development is actually a cultural, social, economic, and political revolution, and politics is the source of all promotion. Although Taiwan has a good foundation for modernization, as long as the corrupt and incompetent Chiang Kai-shek regime exists, we are still very far away from modernization, so we must not expect "gradual reforms." Based on this understanding, we put forward the following proposition. Even if we shed the last drop of blood, we will persevere to make it come true. A. Our goal (1) Confirm that "counterattack on the mainland" is absolutely impossible, overthrow the Chiang regime, unite the strength of 12 million people, regardless of province, cooperate wholeheartedly, build a new country, and establish a new government. (2) Re-enact the constitution, protect basic human rights, establish an effective government that is accountable to Congress, and implement true democratic politics. (3) As a member of the free world, rejoin the United Nations, establish diplomatic relations with all peace-loving countries, and work together for world peace. B. Our principles (1) Follow democratic norms and select the head of state through universal suffrage. He is not an idol worshiped by millions of people, nor is he an omnipotent leader. There is no dogma that cannot be criticized. He is just a public servant who is supervised and controlled by Congress and enthusiastically serves the people. (2) Guarantee the freedom of assembly, association and expression, enable the opposition parties to gain legal status and implement party politics. (3) Eliminate privileges, eradicate corruption, clean up political conduct, and improve the treatment of military, public and educational personnel. (4) Establish a sound civil service system, implement scientific management, improve administrative efficiency, and establish clean and just politics. (5) Ensure judicial independence, abolish laws and regulations that infringe on human rights, and strictly prohibit illegal arrests, interrogations, and punishments. (6) Abolish the spy system, stipulate the status and duties of the police in accordance with the norms of a democratic country, and establish the people's law-abiding spirit. (7) Ensure the people’s freedom of communication, movement and travel at home and abroad, and maintain an open society. (8) Based on the principle of self-defense, reduce the army and protect the status and livelihood of veterans. On the economic front, since the burden of national defense has been greatly reduced, we can make full use of manpower and material resources to accelerate economic growth based on long-term goals and plans. We will distribute economic rights democratically, abolish individual and class economic privileges, and guarantee equal opportunity. We will establish a direct tax system, strengthen progressive income taxes and inheritance taxes, and eliminate the gap between rich and poor. We plan to expand the country's productive forces, eliminate unemployment, and generally raise the standard of living of the nation so that human dignity and individual freedom will have real meaning. We will transform the traditional rural productivity model and the concept of maintaining food and clothing, and build a scientific, mechanized and modern rural society. We will thoroughly solve the various problems caused by the Chiang regime’s blind investment and unreasonable interference in enterprises in the past, supporting capitalists with low wages, exploiting farmers by exchanging fertilizer for grain, and increasing the burden on the general public with consumption tax and household tax. We firmly believe that the purpose of society is to maintain the dignity of individuals and promote the welfare of the people. Therefore, we oppose the terror, greed and various measures that hinder the development of unity under the Chiang regime, and we want to build a society of mutual trust, mutual help, and friendship, so that everyone can Everyone can live a perfect, positive and happy life. For many years, China has only had two rights and wrongs, one is the right and wrong of the far-right Kuomintang, and the other is the right and wrong of the far-left Communist Party. Real knowledge cannot exert its power. We must get rid of the shackles of these two rights and wrongs, and we must give up our dependence on these two regimes. Besides the Kuomintang and the Communist Party, we must choose the third path from Taiwan - the path of self-help. Let's end this dark day! Let us call on people who do not want to be ruled by the Communist Party and are not willing to be destroyed by Chiang Kai-shek to unite and fight to destroy Chiang Kai-shek's tyranny and build our free land. Compatriots who love democracy and freedom, please do not become discouraged or despair after seeing the bleak reality. Let us tell you that the situation at home and abroad is becoming more and more favorable to us, and our self-rescue capabilities are rapidly expanding. We have comrades everywhere in government agencies, local organizations, the army, companies, newspapers, schools, factories and rural areas. Our organization has already established close contact with comrades in the United States, Japan, Canada, France, and Germany, and has received enthusiastic support. Once the time comes, our comrades will appear in every corner of Taiwan to talk to you. Work together and work together. Fellow citizens! Victory is at hand, unite! This is our logo. From today on, it will appear in front of you anytime and anywhere, remember! When you see it, this organization is expanding rapidly and this movement is unfolding vigorously.
